2. Member of the Nevada Fire Safe Council
3. Member of the Incline Fire Safe Council
4. Member of the Neighbors for Defensible Space
What are the three most pressing issues facing your board and how would you handle them?
1. Threat of wildfires: The fuel load within and surrounding Incline Village and Crystal Bay is very high. In event of a wildfire, and under the right conditions, hundreds of homes and business could be burned to the ground. Hopefully there would be no loss of life.
Home owners insurance would pay for some of your home's replacement cost and your personal belongings, but not the reduced land valuation. Whether you sell what is left or rebuild, you will have a large financial loss.
Rebuilding a home in the Tahoe Basin will take 3 to 5 years, with an enormous amount of aggravation in dealing with the builder, the county building department, TRPA and other government agencies.

After you finish rebuilding your home, what would you have then? A brand new home overlooking a burned out forest. A far cry from what you have now. You property would also have significantly reduced potential value if you decide to sell.
No matter how you look at it, any kind of wildfire in our village is a huge disaster in the making. A good example is the Waterfall fire this spring on the west side of Carson City. Most every entity is negatively affected. The cost to rehabilitate is a great deal larger than cost to prevent a runaway wildfire.
My highest priority is to continue a very aggressive fuels management program within and surrounding our village. This includes applying for all possible government grants to keep the cost of fuels management as low as possible.
Along with this effort we also need to continue to work with all the other Tahoe agencies, to significantly reduce the treat of any kind of wildfire within and near the total Tahoe Basin.
2. Fire district cost containment: I have attended many of the monthly fire board meetings in the last two years to observe how the board does its job. I firmly believe there is a need for improved cost containment. Yes, they do a great job in fire suppression, fire prevention and EMS, but are we overpaying for this service?
I spent 15 years in corporate management. Once a year we did a detailed one year plan and a high level five year plan. We know what products were selling well and which products had to be dropped. We also studied our competitors and the future market trends. Through this detailed analysis, the company I worked for remained cost competitive, profitable and was able to gain market share.

The same process needs to be done annually with respect to our fire district. I firmly believe we can reduce the expenses in several areas and at the same time maintain the high level of service we demand as local residents.
Most of you know me as a member of the Village League to Save Incline Assets. I am also their webmaster of the HYPERLINK "http://www.nevadapropertytaxrevolt.org/" website. Over the last two years I have donated hundreds of hours to fight the huge property tax increases.
It does not matter whether our precious hard earned dollars goes over the hill to Washoe County or to our fire district. It is still our money. I want to get the most out of our tax dollars and I will only spend on services that are absolutely necessary.
3. Fire suppression, public aafety and public education: I don't have a lot to add or change here. Our fire district does a good job in all three of these areas. We need more of the same. I will push to closely evaluate all these efforts to make sure we are getting our money's worth and that each of these services meet our village's needs.
Please visit my website, http://www.waynefischer.com/ for more information on myself, my family, the issues, fire photos and fire links. Thank you for your vote.
