Agency approves zoning change



Tahoe Regional Planning Agency board members voted on Wednesday to allow a change of use on a parcel of land juxtaposed to Tyrolean Village.

Current regulations allow only single-family homes and a guest house on parcels in the area, but the new zoning will allow time-share units.

The Tahoe Tyrol parcel under scrutiny is surrounded on three sides by Tyrolean Village, a private residential association.

"The only way he (owner Paul Zahler) could develop the property is by changing the zoning to commercial," said Bob Hoff, vice president of the Tyrolean Village Homeowners Association.

Local homeowners are concerned that the additional traffic and congestion will eventually erode their quality of life. They are unlikely to be as invested with the bear problem, garbage pick-up issues and potential parking problems, according to Hoff.

Another problem the homeowners see is the property has no access other than on their private road.

The permission to change zoning is only the first in a series of steps Zahler and his associate, architect Philip GilanFarr, will need to take to develop the property. Board members restricted the zoning to a total of eight time-share units in four buildings.

"TRPA recognizes the dilemma for Tyrolean Village and the developer acknowledges the (TRPA) rules are skewed and would result in this situation," Hoff said. "No one wanted the zoning change, but so far no one has volunteered to change the rules."

The next step for the developer is procuring Washoe County's approval of the zoning change, according to Julie Regan, TRPA director of communications. Once the zoning is approved, they will have to take the plans back to TRPA and the county, Regan said.

Zahler said he doesn't have a project at this point.

"We may not develop it," he said. Zahler called TRPA's commercial zoning regulation "very vague." On the other hand, Regan called it "time-share zoning," and said the only thing that could be built on the property is time shares.
