Tax board to allow mass hearings



It's official: More than 1,000 petitions from North Shore property owners will be heard by the Washoe County Board of Equalization in consolidated, mass hearings.

BOE members voted unanimously Monday to allow the petitions for property tax assessments to be consolidated.

"Not only do we consider this a victory, we are happy to finally get recognition from the BOE," said Village League to Save Incline Assests member and Incline resident Les Barta.

Petitions are scheduled to be heard Feb. 16, 17 and 18 beginning at 9 a.m. at the Washoe County Commission Chambers, 1001 East Ninth Street, Reno.

"What came out of this was that, even though there was opposition at first, the board finally agreed to let us present our cases as a united front," Barta said.

The petition for consolidation filed early this week by attorney Tom Hall of Reno on behalf of the appellants addressed four points, according to Maryanne Ingemanson, president of the Village League, a group of property owners protesting their property tax assessments: 1. The 8 percent land factor, a tax increase on all residential land, is invalid; 2. The failure to properly equalize assessments both within and outside of Washoe County; 3. Failure to follow due process of law; and 4. Failure to follow proper rules and regulations in appraising and assessing property.

"The precise grounds are being developed and the arguments are being drafted now," Hall said. "We just want to make sure we do the best we can for all these people."

To members of the Village League, the board's go-ahead to consolidate the petitions lends legitimacy to residents' questions about the way parcels in Incline Village/Crystal Bay are valued, Barta said.

"We absolutely have legitimate issues," he said. "We are reasonable people, and it's time our concerns were properly handled, with mischaracterizations and prejudices put aside."

In addition to the consolidated hearings, 34 individual property owners in Incline Village and Crystal Bay have filed separate appeals and another 27 will be represented by attorney Norman Azevedo.

Ernie McNeill, chief appraiser for Washoe County, said the assessors will be preparing individualized appraisal reports for each of the properties, despite their being presented in mass hearings.
