Advisory board to discuss fractional housing, Tahoe Biltmore site

Fractional housing, the Tahoe Biltmore site and possibly a discussion about a new postal facility are on the Incline Village/Crystal Bay Citizen Advisory Board's agenda for Wednesday night.

Washoe County Planning Manager Mike Harper and the county's Deputy District Attorney Blaine Cartlidge, will give a presentation about reconsidering the county's rules on fractional housing in Incline Village and Crystal Bay.

"Fractional ownership is a growing way for property to be owned in Incline and other places," said board chair Gene Brockman. "The question has arisen if there needs to be a separate category and a different regulation to apply to fractional ownership versus the time share."

Harper said his discussion with the board is only informational and nothing has been drafted within the county in regards to fractional ownership.

"We're gathering information and going to the public and trying to get a sense of what concerns and issues to address so we can make a decision," Harper said.

The board also will hear a presentation from Boulder Bay, LLC, the company that owns and plans to develop the Tahoe Biltmore site.

"The development team has made several presentations around the basin and they would like to come to the CAB and make a presentation to this segment of the community," Brockman said.

Boulder Bay also is slated later on the agenda for a variance and abandonment case. Boulder Bay hopes to abandon the streets, access easements and county right-of-way of the southernmost 1,060 linear feet of Wassou Road, the southernmost 113 of linear feet of Lakeview Avenue and all 418 linear feet of Reservoir Drive. In the end there will be a new street alignment connecting Lakeview Avenue to Stateline Road and a connection from the southern end of Wassou Road to Lakeview Avenue.

In the variance case, Boulder Bay hopes to increase the slope of a southern facing Lakeview Avenue from 10 percent to 12.5 percent.

"The purpose is to inform the community of what the overall redevelopment," Brockman said.

An update and request for public feedback about the community's "post office project" also is on Wednesday's agenda.

The project involves construction of a 4,110-square-foot building that would complement the current post office, to ease space and elevation concerns.

Garry Mattox, a real estate specialist for the U.S. Postal Service, is requesting community input at the meeting, although he won't be in attendance.

Mattox was supposed to address this Wednesday's IVGID Board of Trustees via a teleconference, updating the board on the project. However, Mattox could not be reached via phone, so no update was heard.

Brockman said the invitation for another conference call will be extended Mattox's way for Wednesday's CAB meeting.

"It was understood that, as long as he was going to be at the IVGID meeting, he wouldn't need to call (the CAB meeting)," Brockman said. "Now, we're trying to restore that opportunity for the CAB meeting, so (Mattox) can tell us what their plans are."
