Heather Bacon
After eight months of rigorous review and training Heather Bacon received approval from the Nevada Gaming Commission Thursday to be the licensee for the Tahoe Biltmore.
Bacon is the marketing manager at the Tahoe Biltmore and president of Boulder Bay Gaming which will acquire Tahoe Biltmore Inc. in the coming week, per the approval of the Nevada Gaming Control Board and Nevada Gaming Commission. After that transaction, Bacon will be the gaming licensee at the Biltmore and the future proposed Boulder Bay development.
At its Thursday meeting the Nevada State Gaming Control Board approved Bacon, the Tahoe Biltmores marketing manager. As the sole member and manager Bacon is in charge of gaming for Boulder Bay Gaming.
Bacon began the process to become the licensee in January.
Its a very arduous process, Bacon said. Ive heard that its as or more difficult than a basic FBI clearance. They went back and checked every place Ive lived for the past 16 years every bank statement every credit card. They want to make sure that the industry is reputable and stays reputable.
Bacon also went through a six-month training process to prepare for the position.
Its about understanding the regulations and every aspect of running a casino from the pit to surveillance to marketing, she said.
That training coupled with Bacons credentials made her an impression on the board, said board member Randall Sayre.
She is a very talented woman, Sayre said That, coupled with the training program, has positioned her well to be able to deal with the myriad of policy issues a casino operator is faced with on a daily basis.
Sayre said Bacon was one of the few women in the state who are the sole member and manager licensee of a gaming operation.
Bacon is also an owner of International Supply Consortium. ISC is the majority investor in Boulder Bay. Boulder Bay is the property owner of the Tahoe Biltmore Lodge and Casino in Crystal Bay.
Prior to joining the Tahoe Biltmore, Bacon worked in management and database consulting from 1993 to 2003 first for BDM Technologies and then for Oracle Corporation, a multi-billion dollar software company. From 2003 to 2007 Bacon elected to work as a business and database consultant for ISC while simultaneously raising her family.
As a consultant, Bacon has led implementation teams in a wide variety of companies and locations throughout North America. She has managed teams of consultants and clients as large as 75 in both small businesses and Fortune 500 companies. Her client list included M&M Mars and Agilent, a multi-billion dollar company. Her management of projects exceeded $10 million in scope.
Bacon has received many awards for outstanding service during her years of employment. In 2002 she was chosen from among 6000 fellow employees as Consultant of the Year for North America at Oracle Corporation.
Bacon has a Bachelors degree in Marketing with a Minor in Logistics from Penn State University.
