INCLINE VILLAGE, Nev. — Washoe County commissioners plan to discuss and could adopt an amended nuisance ordinance during their first meeting of the year Tuesday in Reno.
The ordinance mandates residents provide certain standards of property maintenance. Ordinance requirements include proper trash disposal; mandated repairs to derelict properties; eliminating overgrowth of weeds, junk vehicles, wildlife attractive waste; public road obstruction and off-road vehicle restrictions.
Last October, the county board voted to eliminate from the amended ordinance a group of rules known as Section 8, which would have allowed Incline Village and Crystal Bay to identify area-specific nuisances.
Before the October vote, many Incline Village Realtors and real estate agents expressed concern that Section 8 would unfairly target vacation homes and other rentals.
“I believe many of the issues for Incline could be handled appropriate in a community planning or land use setting,” said John Breternitz, County Commissioner representing Incline Village and Crystal Bay, during the Oct. 27 meeting. “I really can't support the idea of the inclusion of Section 8.”
Along with the elimination of Section 8, officials have included a list of other amendments to the county code:
• Modify the definition of public view to make sure that an object inside a structure is not considered in public view.
• Eliminate tractors and like equipment from the definition of the word “vehicle.”
• Add examples of equipment that is not considered a “vehicle.”
• Add a definition for the word “welfare.”
• Eliminate the part of Section 7 dealing with junk vehicles.
• Include junk vehicles on the list of rubbish items.
• Exclude farming property from the nuisance concerning the grading of land.
• Apply a rule concerning animals off the property of their owner only to congested areas.
• Do not include domestic cats in a rule concerning animals off the property of their owner.
